Kenya Institute of Planners (KIP) National Annual Conference


The Kenya Institute of Planners (KIP) will host their National Annual Conference on the 27th & 28th November 2013 at Imperial Hotel in Kisumu. The theme of the conference will be ‘Planning under the Devolved System in Kenya’. Invited to this workshop include the Hon. Charity Kaluki Ngilu, Cabinet Secretary Land, Housing and Urban Development, Dr. Mohammed Swazuri, Chairman National Land Commission and invited County Governors.

The conference will be attended by the Director of Physical Planning, county directors of planning, leading planners from both public and private practice,  resource persons and invited guests.


The conference discussions will seek to share ideas on planning under the devolved system of government with the discussions centered around: -

1)      Concepts, Practices and Experiences on Devolution and Devolved System of Government the panelist in this section will be Prof Maurice Amutabi who will present a paper on the Concept of Devolution, Design of Government System and Policy Making and Implementation Practices

2)      The Planning Functions of National and County Governments in Kenya Constitution 2010- the panelists will be Planner T. Mwangi and Planner Swaleh. Papers to be presented Appraisal of Planning Functions of the National Government under Kenya Constitution 2010 and Appraisal of Planning Functions of County Governments under Constitution 2010 respectively.

3)      Mechanisms of Financing Planning Functions. The panelists will be Planner Dan Kiara, Planner Hellen Nzainga and Mr.Disterius O. Nyandika. The papers to be discussed are: an appraisal of Financing Planning Functions of the National and County Governments, appraisal of Devolved Revenue Allocation Criteria and Principles, Organization for Disbursement and Expenditure respectively and the role of spatial planning in budgeting and Revenue Allocation

4)      County and Trans-County Planning under devolved system of Government: the panelists will include Planner George Onyiro, Dr. Isaac K. Mwangi and Mr. Charles K’Onyango. The papers to be presented will include the Challenges and Opportunities of Urban Planning and Management under Urban Areas and Cities Act, Nature and Scope of Integrated, Sectoral and Spatial Planning under County Government Act and Trans-county Regional Planning, National Spatial Planning and Planning under other laws

5)      Land, Constitution and Planning.

6)      Future of Planning Profession under devolved system of government:the panelists will include Prof. George Ngugi, Planner Augustine Masinda and Prof. J.M. Kiamba. The papers to be discussed will include Setting Standards, Regulation and Certification for Planning Practices: Prospect of Physical Planners Registration Board (PPRB) under Devolved System of Government, Prospects for Spatial, Economic, Environmental and Social Perspective of Planning, KIP’s Possible Pathways for Growth and Institutional Development to the Future
